Have seen the "Not enough buyer" pop up many times but never a notice to zone anything. Never the less just add more ways to export goods out of town such as shipping harbors and rail exits. Be careful though some people have claimed to make an unreasonable amount of money from exports and have reportedly had trouble figuring out what to do ...
