The pressure regulator is mounted to the fuel rail. It has a vacuum line going to it. Check the vacuum line for fuel. If you see any gas in the line the regulator is bad. If you don't have the tool to release the pressure pull the fuel pump fuse and start it up. Let it run out of gas. Then you can change the regulator.
