Green key light blinking on dashboard

I have a Honda Element 03mod. When I try to start it the engine wont start, and when I turn the key back the green key symbol and engine light is flashing. The relay behing the glove compartment is clicking. And there is a clicking sound in under the engineblock somewhere. To me it sounds like the rare (or not so) issue with the cluster.
