Imessage not downloading pictures

Tried to restore from cloud for my new phone. Everything seems to be set except almost none of my photos within imessage are available. All the messages are there but when i go into the see photo's area of a message there are only a few. It no longer shows as synching/downloading from icloud and it hasnt changed for a few hours.
