So at some point I updated Windows and my ACT overlay was no longer showing up in fullscreen mode. I don't have a second monitor (or a laptop good enough to run in windowed mode) but I managed to find a quick fix. In the game > system config, just switch your resolution to a different one (ex. 1680x1200 (48hz) to 1680x1200 (60hz)).So far I've removed and reinstalled ACT, all the needed plugins and the cactbot plugin via the "get plugins" button. I've tried adding overlays with the preset "raidboss alerts" and also added custom overlays using the miniparse type selection and the raidboss.html and still get no sound or pop up text alerts.
