Three are countless better scenes post Timeskip to demonstrate the devolution of his character but this ain't it., To be fair Usopp created his own problems and made every member uneasy with his self right though tantrums plus he made Luffy's life even harder when he found out what happened to Robin later. Tldr: Usopp basically makes a really bad decision and in my opinion he at least needs to apologize to Luffy.
